We want to type up a notice headed - Shavings Forks. Is it Shavings' Forks? That is, forks used or that you use to sort out the bedding made up of shavings in a stable ... there is a dispute about the correct usage. Help wanted please!

Forget the apostrophe and treat it as adjectival: trying to make it possessive (with an apostrophe) is just too, too clunky.

I agree with Tone.
It's forks of the type shavings -- adjectival / attributive -- not forks belonging to shavings.

I'll third that. Dinner Forks. Salad Forks. Shavings Forks. Seems odd because the word happens to end in S.
