If it's the case I am thinking of, the main problem was that the printers couldn't be bothered to print random cards, which is why there were so many winners. Pete, which case was that?

Now you've got me! I remember the story and I am fairly sure it was one of the red top newspapers. Or it may have been someone whose lottery cards were circulated in a red top.
