I think you are both being too legalistic. The OGS examples clearly show that Oxford style would not end a sentence with ?". although it would allow a mid-sentence ?", -- although of course no-one has to follow it.
I agree with it because the terminal ?". looks over-fussy to my eye and just doesn't seem necessary.

OK - Tone and I disagree with (that particular one of) the OGS examples, as ~~~" ...?" looks bereft and the next piece of punctuation does seem necessary !

Yes, I guess that's the essence of style guides -- they arbitrate where there is no real right and wrong, and sometimes just on the basis of what looks better. Eye of the beholder, no doubt.
