This jumped off the page in The Sunday Times this morning. 'Even in Brussels, however, some people was celebrating the result'. It looks so wrong it must be a mistake - is it?

Yes, it most certainly was wrong. Proofreading standards in newspapers continue to decline!

yes, as Twod says, it's wrong. Before you blame the newspaper, however, you might check if it's a quote or not. The reporter may have asked a fan about what was happening, and that might have been the fan's exact response ...

Yes, I checked that and it is simply a mistake. Being a Sunday morning I wondered if my brain was working properly :-)

What proof-reading? It’s just Spell and Grammar Check in newspapers nowadays! No more proof-readers, no more copy-holders. With the honourable exception of some of the contributors to this site, of course.
