A price tag is sometimes just a price. (People are having to cope with ever-rising price tags.) A judgement call is sometimes just a judgement. (I had a difficult judgement call to make.) A question mark is often just a question. (The decision raises new question marks over the future of the dockyard.) A black hole is sometimes just a hole. (Labour claimed to have discovered a black hole in the agency's finances.) A track record is usually just a record. (Applicants will have an excellent track record in project management.) The reason why is just the reason. (But the reason why they are celebrating more than seven years after the rest of the world is rooted in Ethiopian history.)
Not strictly two words, but: The epicentre is often just the centre. (The epicentre of the rioting seemed to be Croydon.)
