We used to make feeble attempts to recite that at school, but I never consciously registered "The man in the coonskin cap in the big pen wants eleven dollar bills, you only got ten". I read about two-thirds of Dylan's autobiography recently. It was only his weirdness that kept me reading it that far, but finally tedium conquered my curiosity and I gave up. He's an excrutiatingly boring author, and there's an awful lot of his life that's missing from the book.

I read about two-thirds of Dylan's autobiography recently. It was only his weirdness that kept me reading it that far, but finally tedium conquered my curiosity and I gave up. He's an excrutiatingly boring author, and there's an awful lot of his life that's missing from the book. Perhaps it's missing from his memory, too.

Summary:
White Canadian society is engaged in a plot to use car drivers, cab drivers, workers in pick-up trucks, and cops to drive around, circling repeatedly and meaninglessly around on streets near non-whites' homes, to drive up fuel prices and food prices for non-white people.
Cops use their sirens to create disturbances in non-white areas so as to harass the non-whites in evil dehumanizing dirty trickster ways.
The whites also hack into non-white communication networks to stop them working and so make non-white people look stupid, and white Canadians and Americans are incapable of writing proper English, but promote the literary works of their own whites and suppress those of the non-whites in the mainstream media, so as to make non-white people look illiterate.
There is also a conspiracy to use ultrasonics to make mentally-ill people do crazy things, but it's a secret and everyone denies it.

When you mentioned "dirty trickster ways", it all started to ring true, especially the bit about making mentally ill people do crazy things. I reckon it's all part of the same conspiracy whereby UFOs made the man on the grassy knoll fake the Moon landings, thus enabling the third tower to collapse.
