I've just seen, on a council website, this post advertised "Neighbourhood Projects Manager". Shouldn't it read "Neighbourhood Projects' Manager", considering the post requires the manager to oversee a multitude of renewal projects?

Sean, I don't think so. To me this does not look like a possessive 'of', it is merely a description of the role, which involves management of several projects.

If we were talking about, say, four particular projects, we could then say " I talked to the projects' manager", meaning "I talked to the manager OF THE PROJECTS".
However, the job title doesn't need an apostrophe. It's similar to accounts officer, claims assessor, deliveries clerk, complaints manager and so on.
